CONSULAR LEGALIZATION in BUCHAREST, ROMANIA (for documents to be used in the UNITED ARAB EMIRATES and in the STATE OF QATAR) - Consular legalization is a procedure of authentication of Romanian official documents to be used in other countries that are NOT signatories to the Hague Convention. CONSULAR LEGALIZATION involves formalities more complex than APOSTILLE, meaning that before the actual consular legalization of the documents, by the relevant Consular Office of that country in Romania, certain endorsements and certifications are required from the institutions involved, as appropriate (such as the certification of the study documents/degrees by the Romanian Ministry of Education).

In order that the document legalized by the Chamber of Notaries Public can be used in the country for which the holder has requested the consular legalization, the procedure performed by the Chamber of Notaries Public shall be followed by the certification by the Ministry of Foreign Affairs and subsequently by the Consular Office of that country in which the documents will be used or by the consular office of Romania present on the territory of the state where the document will be used.
